Cook–chill fully cooks food, then rapidly chills and holds it refrigerated for later use or distribution — decoupling cooking from service. Two safety steps do the work: the cook delivers a lethality, and the rapid chill moves the food through the danger zone fast enough to prevent spore-former outgrowth, notably Clostridium perfringens.
The make-ahead capacity is the whole appeal — cook in volume on one schedule, serve or distribute on another — but it only works because the chill is treated as a genuine, validated safety step, not just “putting it in the fridge.”
The levers are cook lethality, chill rate (the time through the danger zone), cold-hold temperature, and post-cook handling. The chill rate is the one people underestimate: a slow cool-down through the danger zone is exactly where surviving spores germinate and can form toxin.
Food is cooked to a validated internal temperature, rapidly chilled through the danger zone within the required time, held refrigerated with monitored storage, optionally portioned or assembled cold, then distributed refrigerated — with time-temperature records kept for both cook and chill.

Two safety steps must both hold — and the cold-chain can’t break.
Both the cook (lethality) and the chill (rate through the danger zone) have to hold, plus an unbroken cold-chain and controlled post-cook handling. A slow chill lets surviving spores germinate and form toxin; post-cook assembly reintroduces contamination after the kill step. Neither step is sufficient alone.
Because the product is fully cooked but only refrigerated, Listeria and post-lethality exposure are the live concerns — this is a ready-to-eat food whose only remaining barrier is the cold-chain. The discipline is a validated and monitored chill rate, a cook lethality proven for the slowest-heating item, environmental controls protecting post-cook handling, monitored and justified cold-hold and shelf life, a real Listeria environmental-monitoring program, and validated reheat instructions where the product is reheated.
